Unable to Make Comment Box Required Using VBS in Individual Compensation

Hello Experts, I am trying to make the Comment field is mandatory in the Manage Individual Compensation page using Visual Builder Studio (VBS)

I have a requirement where the Comment box in the Individual Compensation transaction must be required before the user can submit the transaction. When I am adding the condition like LE should be ABC and make the required comment section, but somehow it is not working.

When we removed the LE from the condition and just made the required comment section, then it is started working. I would like to know if this is excepted behaviour or should I raise an oracle SR.
