Address related query for ex-employees

Summary:

For ex - employees, when the employee updates address while applying to any requisition or even when we update address from candidate profile. In the backend - PER_ADDRESSES_V table , Address row gets corrected instead of getting updated. We see the same row getting updated with new address but the address's effective start date remains same, only the last updated date gets updated. Is it expected behavior?
