Workers Unable to Update Status or Completion Percentage fields when Goal Source is Manager or HR

After 26B, we are finding that workers are unable to update the Status or Completion Percentage fields on their Performance Goals when the Goal Source is 'Manager' or 'HR'. I've confirmed that the "Allow assignees to edit goal definition" field is selected. Is anyone else experiencing this, or know how to fix? Thank you!

This is the error the our workers are receiving: You don’t have permission to update the Allow Workers to Update Key Attributes attribute. (HRG-3120443).
