Meeting Review Population > Add by Criteria yields no results

Summary:

I thought I had this figured out but I guess not. Add by criteria is not yielding any results. I read a couple threads where the response is something about ensuring hierarchy is set up properly which it is in our lower environment so I am not sure why this is not working. Can someone remind me, please? Thank you.
