The Goal Plan evaluation topic is locked because approvals are pending

in Performance Management

Hello - We are receiving complaints that managers are unable to proceed with submitting evaluation because they are receiving error

The FY26 Goal Plan (7/1/25 – 6/30/26) evaluation topic is locked because approvals are pending

I checked under the transaction console and there are no pending transactions for employee.

I also confirmed with the Goals are all set to bypass approvals.

Does anyone know how to fix this issue so manager can proceed with evaluation ?
