Save and update behaves in the same way in Check-In document

Summary:

Save and Update button behaves in the same way in Oracle Fusion Check-In document when Employee or Manager enter the comments in the Questionnaire
When Employee enters the comments and click on save which is in the Questionnaire and he is not clicking on the Save / Update in the Check in page and also he clicks cancel from the CheckIn page.

The comments entered by Employee are visible to managers in this case. Earlier this was not the case. When employees saves the comments , manager will not see the comments entered by the employee until he enters the Update.
