Ability for employee and managers to evaluate and submit documents even goals are not approved

Summary:

Hi Team,

Currently we are on Redwood & when employee tried to submit self evaluation or manager evaluation system is not allowing to submit because of error shown in goals section as "goals pending approval".

This issue is occurring only in redwood. Inw Responsive UI employee or manager able to submit evaluations even though goals are pending for approvals.

We know we can approve goals in transaction console but customer wants to know why its blocking employee/managers from submitting performance evaluations in redwood
