Hide Competency Section during worker self evaluation

Summary:

We are trying to hide Competency Section during worker self evaluation but worker should be able to view it when Manager completes their part and releases the document. I have item ratings, section ratings as not allowed for Worker at 'Processing by role' but it doesn't help.
