How can a recruiting agent apply on behalf of candidate in Redwood UI?

I'm testing agency hiring in Redwood UI. We have an agency configured with 'Create job application on behalf of candidate' enabled. When an agent belonging to this agency has created a Candidate, I can only see the option to Submit the candidate which would result in a Referral, but how can the agent Apply on behalf of the candidate? We use the seeded Recruiting Agent role.
