Blocked from increasing Max Length for standard 'Case Note' field in Fusion VBS Layout

Hello,

We have a requirement to update the character entry limit of the standard Case Note field on our Work Order Create page from 1,000 characters to 9,900 characters. (Note: The backend REST API successfully accepts up to 9,900 characters when tested via POSTMAN, so the schema payload capacity is there).

However, we are completely blocked from aligning the UI with this backend behavior across all configuration layers:

VBS Dynamic Layout Layer: The field is mapped to an out-of-the-box template (CaseNoteTemplate) belonging to the parent application dependency (Unified Application / Service Center). This template is strictly read-only.

VBS Template Copy Restriction: Attempting to duplicate this template fails with the framework error:
