1 prior or last pay period end date rule for Termination event

Summary:

We have configured HSA on our Termination event to have a rule for the previous rate end date to "1 prior OR last pay period end" for the previous rate end date. It appears that it is end dating HSA as of the last pay period prior to term. Question, when would 1 prior for pervious rate be applicable for HSA based on our config? How should this rule be behaving since it is OR? We are curious as to when 1 prior would come into play.
