should not be able to switch from Plan A to Plan B. Waive should be able to select any plan.

Summary:

Employee should not be able to switch between Plans but only when Waive plan is chosen they should be able to switch between Plans. In another Program, I had set up enrollment change for Plan A/B - change option not plan and enrollment change for Waive Plan as - Plan or option. But this is not working in the current Program.
