Clarification on L2/Skip Manager Functionality in Performance Manager

It is understood that a line manager can evaluate both direct and assigned reportees in Performance Manager by conducting performance reviews, selecting the review period, and attaching the relevant documents.
However, once the review is submitted for approval to the L2/Skip Manager, the only option available to them appears to be accessing the request via the notification (bell icon), reviewing the details on the page, and approving it.
Unlike the line manager, the L2/Skip Manager does not seem to have access to similar evaluation or review options.
Could you please confirm whether this is the expected system behavior, or if there is any additional functionality available for the L2/Skip Manager that we might be missing?
