Is it possible to make sections required in performance documents?

We allow our workers to select Competencies and they are brought into the performance document Competency section through Person profile. We are concerned about cases where workers have not entered ANY Competencies and the impact it will have on their overall rating within the performance document.
To mitigate this, we would like to know whether it's possible to require a competency to be entered before allowing the worker to submit the self-evaluation on the performance document.
