Oracle Fusion Login Issue: "You Cannot Change Your Password Because It Is Not Expired"

Hello All,
Our client is experiencing an issue with the login page. After signing in, a new window opens prompting the user to enter the old and new passwords. However, after filling in the required fields and submitting, the following error message appears:
"You cannot change your password because it is not expired or an administrator did not request a password change."
