Why can't Job Offer Extended Notifications that have status of inactive be made active again?

Summary: In Recruiting Content Library the Job Offer Extended Notifications for both Job Offer Extended External Notification and Job Offer Extended Internal Notification have been made inactive. The status currently show as Draft. Is there a way to make the status active again? Or do we need to create new versions of the Job Offer Extended External Notification and Job Offer Extended Internal Notification?
