Change in Tax Classification Code do not reflect as Change in PO Total Amount

We noticed that when creating a change order to add classification code, the added amount in the tax do not reflect in the Amount Changed in the header. As a result, the workflow rule for change order is bypassed and is automatically approved as it checks for the document total change in amount.

Is it not expected to reflect in the document total amount change?
