Employment Info screen isn't showing indirect reports

Summary:

For some managers this page doesn't show the 2nd indirect reports for the manager.

Direct reports are being displayed but all reports option doesn't display indirect reports for the manager. We expect All reports option to display more people in the list, but its showing same list as Direct reports.
