Handling PIP Goal Plan Assignment in Anytime Documents – Best Practices

Hello, I would like to understand how the Goal plans is assigned to employees for the PIP process. If a diffrent goal plan is used for PIP, At what stage do you assign the PIP goal plan? How do you manage its visibility to employees, especially if it should not be available by default?
