Reinstatement Rule is not working as expected for New Hire Life event.

Statement: An employee hired on 6/15 and a new hire triggered; employee was able to enroll into the benefits. A day after the new hire event, home address change event got triggered. We had a setup of Collapsing rule that if new hire or home address change triggers within the Proximity days. Winning event is the "New Hire Event". Up to this, the setup is working as expected.

Problem: Reinstatement was setup at the Program level for New Hire Life event. Even the setup is there, system was not able to reinstate the elections made by the employee during the New Hire Life event, instead defaults are being applied.
