How can I Schedule Performance Check-Ins for Associates When They Reach 90 days?

Summary:
I have built a 90 Day Check In template in the Performance module. When I try to use the Manage Eligibility Batch Process to Assign Check-In Template, it does not assign any Check-Ins.
I can get it to assign using the Mass Action Processes for Check-in Documents, but it assigns to everyone and does not look at the Eligibility I have setup on the template.
