Credit for waiving medical plan

Is it advised to configure credits to waive plan.

The requirement is to add Medical Waive credits and add rates/coverages to the 'Waive Medical plan' so employees selecting the medical waive option receive a flat earning added to their paycheck for each pay period. Can this be achieved in any other way?
