Unable to Cancel requisition with job application as Offer - Approval Rejected

Cancel Job Requisition action is not available to cancel the job requisition

We have a job requisition which only has one job application and the status of the job application is "Offer - Approval Rejected".

We want to cancel this job requisition but the "Cancel Job Requisition" action is not available.

Wanted to understand, even for approval rejection scenarios do we explicitly need to move the job application to Offer - Rejected by Employer/Withdrawn by candidate state inorder to cancel the req?
