Proficiency rating descriptions showing <P> in performance document

Summary:

We have configured a performance document to use proficiency ratings. Each competency has custom level descriptions configured in the item catalog. When the descriptions display in the performance document, it shows the formatting code such as <P> and <BR> instead of recognizing it as rich text. Is this normal? Can it be fixed via VB?
