admin user / super user to view all performance document

Summary:

Is it possible to create an user account without worker associated to view all performance documents and also approve the performance document?

I have setup the workflow process that when the reviewer submits the performance document, it will be assigned to user which is the admin user I created.

However now the admin user can approve / reject the performance document only, and he cannot view the performance document details. Is there any setup I missed to grant the user account the view access on performance document?
