Job requisition draft status

Summary:

When we create a job requisition we select hiring manager in hiring team section and continue, than save and close

The job requisition is now in draft - in progress satus

When we select the job requisition in draft status, the hiring manager field is empty and can not select the hiring manager

This fiel is mandatory so we can not continue editing the job requisition
