Notification not triggered when benefit admin approves the certificates (BEN_DOCUMENT_APPROVAL)

Summary:

We have eneabled BEN_DOCUMENT_APPROVAL alert and configured certificate type in the program.

The notification is not triggering when benefits team approve the documents which was uploaded by employee for their suspended enrollments.
Did any one come across this issue ? your input and suggestion will be helpful to address this issue.
