Move Activity suggests different slots for different Technicians

Summary:

We have built routes for a bunch of users, when I use the Activity Hint Card → Move Activity option, select the date - Field Service Cloud suggests different ordered positions for the same Job

The bold Task below - it is suggested as the last task for Tech #1, the 2nd last task for Tech #2, first Task for Tech #4. Is there a reason why Field Service is not slotting it at the very end for each Technician? We dont have routing enabled in this scenario.
