How do you allow for rates to update but restrict enrollments?

We have life events configured at the Program level, which fire correctly when the designated field on the person's employment record is updated. However, upon evaluation of the life event, the medical plan rates do not update as expected.

Below is a screenshot of our current configuration for one of those life events.

If I uncheck 'Current enrollment prevents change', the rates will update but then the person can make changes to their enrollments. Is there a way to restrict enrollment but allow rates to update?
