Custom Performance Goal Notification not working

Summary:

We've customized the performance goals notifications to add the minimum and maximum targets from the measurements. We followed the instructions from doc 2331021.1. Yet the notifications still show the standard template.

Any help would be appreciated.

Steps:

• Ensure BIP notification lookups have been enabled for performance goals as per document.
• Find the notification on XMLPServer and click Customize.
• Copy the associated data model to the custom folder and add the min/max target fields and export the sample XML.
• Associate the new data model to the custom notification.
• Export the RTF file for the report. Update based on the sample XML to add the fields and upload as new format. Setting it to standard.
