Benefit plans enrolled by Administrator is end dated once employee tries to add more dependents

Summary:

During initial implementation, Benefits admin enrolls the Employee and their dependents to the relevant benefit plans. However, when employee logs in and update, it end dates the initial enrollment. How do we ensure that the Employee can only add dependents and not overwrite existing enrollment? Please note that employees can add dependents anytime of the year.
