Pending Action - Certification (Enrollment by employee "Submit" enrollment vs Evaluate Life Event

Summary:

Using fast formulas to decide when pending action "birth certificate", "spousal affidavits" and so on should be triggered for our employee dependents.

Has anyone ever experienced a situation when manually running the "evaluate life event" on a particular life event works all the time. However, when the employee is enrolling in benefits, hits the submit button, the pending action is not behaving 100% correctly such as triggering when it's not supposed to be firing.

Could the system be triggering all the fast formulas to find post enrollment actions, and its running into a conflict or issue when run the fast formulas such as local variables or whatever it might be?
