How to handle tax return document requirement

My client requires a tax return document for spouses if they have been married for more than 12 months.

A tax return is required for spouses married more than 12 months, has anyone had the same requirement? We cannot add/create new dependent certifications or document uploads. How can I accommodate this requirement?
The goal is to require the document and allow an employee to upload via ESS.
