Is there a way to make Target performance uneditable for managers in performance management?

We have the feature enabled to show Target performance for a list of competencies which are rated on the Performance document. The employee/participants see that value for reference and is not editable, however the managers see it as an editable dropdown to pick from. Is there a way to make that read only for manager as well?
