status shows pending approval in completed section

Summary:

The benefit admin saves a Pending action by entering the received date without selecting approve, causing the certificate to move to Completed status while status still showing Pending approval, which is confusing.

Has anyone come across this.Oracle said this the standard behaviour and suggested to raise Idea but looked like a bug to me.

Please suggest some approach taken to mitigate this .
