How to Setup a carry over limit for the FSA plans

Summary:

We have a requirement to setup carryover of $700 along with the maximum amount for our FSA plan with the upcoming Open enrollment. However, we are not able to find out if we have any seeded field to setup that.

Does any one else have implemented a similar requirement?
