HCM Cloud Center of Excellence for VBS rules

Use Case and Business Need (Required):

I am currently working on migrating all the autocomplete rules to VBS, which I must admit is proving quite challenging.
It would be useful to have a centre of excellence for the VBS rules, as we had for the autocomplete rules. This would enable VBS experts to assess requirements, approve cases and assist in developing the rules.
