DOR Flexfield value list is blank

We built a DOR where one of the Flexfield fields, DEI_ATTRIBUTE1, uses a Value Set as its list of values.
This Value Set returns the health plans in which the employee is currently enrolled.
This works perfectly.

When the employee changes health plans, the Value Set begins returning only the new plan; however, when viewing the DOR history, since the previous plan is no longer returned by the Value Set, the screen displays no value in the DEI_ATTRIBUTE1 flexfield.

Is there a way to display the value that is already saved, regardless of whether it is returned by the Value Set?
