Why Is an User Account Required for Performance Document Customization?

Hi Experts,

We have observed that the Performance Document customization can not be performed using a User Account.
Could you please explain why we are unable to do the required customizations related to the performance document by using a User Account?

Since this is not possible, we require an Employee account to do the required customizations. Isn't this a privacy, compliance, or security issue? How can we handle this issue and not have it captured as a compliance issue?

Is this expected product behavior? Or If we have another way to perform those customizations, avoiding compliance breaches?
