How to Customize Multiple Performance Documents Using a User or Non-Worker Account?

Hi Experts,

In our current process, employees are assigned performance documents according to different grades and the availability of direct reports. Each and every performance document will need customizations in the PD itself, and those customizations will differ from one PD to another.

How can we achieve this either using a user account or a non-worker account? Since there will be a privacy or compliance issue when using employee accounts who are eligible for those PDs to do the required customizations, how would you recommend we do those customizations, and what is the best recommended approach?
