PO PDF Custom Template not getting selected

Summary: Hello, we are having an issue where our Custom Template is not getting selected when creating PO's. It is pulling the seeded template and I cannot figure out how it's getting that seeded one as it seems configuration is correct.

We are testing in a lower environment and have been turning on Redwood Purchasing features and functionality. Our template hasn't change but we migrated/copied it to our Dev environment and it is working in other environments in anticipation of necessary changes for 27A. But no matter what we do, inactivate the seeded ones, it continues to pull it instead of the Custom one we've always used. Templates are in the default location in BI/OTBI and the Configure Procurement Business Function document type is pointed to that custom template. Interestingly, the Draft PO seems to work but the final print one
