After 26C update, Benefits Summary "Actions" panel shows fewer quick links — is this expected?

Summary:

On the Redwood Benefits Service Center → Benefits Summary page, the right-side Actions panel shows fewer links after 26C than it did on 26B.

• 26B (our Production): Benefit Court Orders, Benefits Relationships, Billing, Compensation Info, Document Records, Employment Info, People to Cover, Person Beneficiary Organizations, Person Benefit Balances, Person Benefit Groups, Person Info (11 total)
• 26C (our Test/Dev): Compensation Info, Document Records, Employment Info (3 total)

Same user, same person record, same Benefits Relationship, same effective date across all pods. The only difference is the update level (Prod 26B vs. Test/Dev 26C). Security for the admin is also the same across all pods.
