Benefits : Divorce LE is not creating certification requirement despite it is marked as required

Summary: Divorce LE is not creating certification requirement despite it is marked as required.

We have a requirement to make Certification required for Divorce. We have performed the required set up including making certification required for Divorce Life Event.

When Divorce Life event is evaluated it is not creating Pending Action for Certification, in other words it is not working as per set up done.

However, Certification required for Marriage or Adoption works fine. but not for Divorce.

Please help in this regard.
