How to delete/End date option-Plan link

Summary:

We have added Employee only option for waive plan. This waive plan is created with Plan function as Waive. After this change, we started getting default error saying "you need to select atleast 1 option" while running New Hire. For new Hire event, Waive medical plan needs to be defaulted.

As we don''t need any option for Waive plan, We are trying to end date/delete this option-plan link (employee only - Waive medical Coverage) but system doesn't allow to delete/end date with error "
You can't delete a parent record when child records exist. (BEN-990391)". I tried to put status as "'Inactive" but still getting error saying "you need to select atleast 1 option". I have also verified, no employee enrolled in this option and plan. Still getting error while deleting//end dating.
