Account type is greyed out in Create corporate card screen

in Expenses

Summary:

We are trying to create a new centrally billed corporate card(ghost card) in Create Corporate card screen but the Account type dropdown is greyed out and will not allow me to select from dropdown. Corporate card program is set to Company pay. Can someone help me with reason why it is greyed out?
