Oracle Cloud Free Tier account creation

Hi,

I'm trying to create my first Oracle Cloud Free Tier account and consistently hit an account-creation error at the very final step.

What happens: My payment card is accepted and verified during sign-up (I get the green "details verified" confirmation). Immediately after that, account creation fails with: "An error occurred while creating your account. We're unable to complete your sign up."

Details:

  • This is my first and only Oracle account — I've never had one before.
  • I've retried several times over multiple days; same result each time.
  • I'm not using a VPN or proxy, not masking my location, and not attempting to create multiple accounts. All information (name, billing address, country) is accurate and consistent.
