Can development goals be linked to eligibility profiles as well?

Summary:

We know that since performance goals are linked to goal plans we can include eligibility. In the application, i also see that eligibility profiles can be used for mass assignment of development goals (although this did not work in my initial testing). The question is if we can also include eligibility where certain employee groups can create/manage their development goals through their Goal pages (when not mass assigned). We do not want to do this via security access, but rather with eligibility profiles - is there a way we can do this now ?
