Redwood Purchase Order Page requires Licensing privilege

Summary:

The Redwood Purchase Order (PO) page is displayed only when the "View Purchase Order Work Area" privilege is assigned to a custom role. This privilege is identified as a licensing-controlled privilege.
However, users are still able to access and view the Classic Purchase Order page even when the "View Purchase Order Work Area" privilege is not included in their custom role. The other privileges the custom role has include Search Purchase Order and View Purchase Order.

How can users access the Classic Purchase Order page without the View Purchase Order Work Area privilege while the same privilege is required for the Redwood Purchase Order Page? Is there a way for users to access the Redwood Purchase Order page without the licensing privilege?
