Eligibility profile referring prior enrollment doesn't work during Global Transfer

Summary:

We have employers in multiple countries and implementing benefits for Non USA employees in Oracle. We have a 3rd party administrator for USA employee benefits.

Our requirement is a MX employee enrolled in benefits including Medical, Dental, and Retirement plans transfers into USA, the employee shouldn't be eligible for Medical or Dental while still being eligible for the Retirement Plan but the enrollment should be identified as Frozen.

We created 2 options under the Retirement Plan, Voluntary Contribution Percent, and Frozen.

While employed by MX employers, employees will see Medical, Dental, and under Field Retirement Plan they see just the option Voluntary Contribution Percent option. They can make their elections and enter the percentage for Field Retirement Plan and submit elections.
