Open Enrollment not evaluating future-dated Eligibility criteria during first day of enrollment

Summary:

I am configuring Open Enrollment to run from 9/3 to 9/27. For this cycle, I end-dated our existing eligibility profiles on 12/31/2026 and created new eligibility profiles effective 1/1/2027.

The Issue: When I process the Open Enrollment event using a life event occurred date date of 9/3, the system is not evaluating the new eligibility profiles. However, if I change the run date to 1/1/2027, it evaluates them correctly.

Expected Behavior: Historically, running Open Enrollment as of enrollment period has always evaluated the upcoming year's eligibility profiles based on the plan year design.

What am I missing in my configuration or run parameters to ensure the 1/1/2027 profiles are evaluated during the September run?
